A message about F&A Rate Proposal from VC Traina and VC Reese

April 7, 2014

Dear colleagues:
This message is intended for those knowledgeable about the use of space as well as the accounts supporting activities such as research, other sponsored activities, instruction and recharge operations.
We are preparing our campus Facilities and Administrative (F&A) Rate Proposal, which is due to the federal government on Dec. 31, 2014. As part of this process, UC Merced must perform an A-21 Space Functional Use Survey (A-21 Space Survey) during fiscal year 2014. The space survey results are one of the most scrutinized portions of the F&A Rate proposal. The federal government expects us to have and consistently apply a set of procedures and definitions to support our rate calculations and expects those using the space to understand the requirements. Therefore, training across campus will be critical to provide evidence and ensure a consistent and compliant approach as well as a successful negotiation of our F&A rate.
It is extremely important to the F&A rate development process that we identify and work with knowledgeable individuals involved with activities in the space targeted in the A-21 Space Survey. To ensure a consistent approach and results, several Space Survey Training sessions are scheduled for the following dates and times, and survey participants are requested to sign up for one of the sessions.

If you are knowledgeable about the use of space and the accounts as described above, please register for one of the Space Survey Training sessions through the UC Learning Center by logging onto the UC Learning Center using your UC Merced Net ID and searching for Space Survey. These sessions will include information on procedures and definitions for proper assignment of space to A-21 functional use and other essential information required to accurately and timely complete the A-21 Space Survey.
If you have any questions regarding the F&A Rate Development process or the Space Survey, please email Autumn Salazar or Sheryl Ireland or call ext. 4090.
